They sell prepaid sim cards here without needing a local ID but takes some time to register. You can also get them from small non corporate stores if they have them and they are registered already. Once you have the sim put money on it and dial *611# to order the package. For data use option 3, then 1 , then 1, after that select how many days. If you don't buy a package the money on the card will not last long.
